BlackBerry Likely to Face a Ban for Government Officials

The government has decided to ban official use of BlackBerry cellphones to plug leakage of sensitive information to hostile parties, citing sources in Interior Ministry.

Paper said that Pakistan Armed Forces ie Army, Air Force and Pakistan Navy have already banned the use of Blackberry for official business. Inter Services Intelligence (ISI), Intelligence Bureau (IB), Ministry of Information Technology and Ministry of Law, Justice and Parliamentary Affairs are backing this proposal, wrote the paper.

This ban must be viewed in the context of WikiLeaks revelations that shook the world including Pakistan through the release of thousands of secret cables sent by US embassies to the State Department. The sources said it has been observed that some federal and provincial departments’ functionaries are using BlackBerry cell phones for communication of official voice/data.

There are following two fundamental problems in the use of BlackBerry:
  • Its encryption/decryption keys are controlled by a foreign-based company. Therefore, a subscriber using BlackBerry is outside our communication security regime
  • The moment a BlackBerry is switched on, it is automatically connected to the Internet. Voice/data being transmitted by the set is thus available to interested/hostile parties based abroad and can, therefore, be used/exploited for ulterior motives. In fact, a BlackBerry is a security threat even if it is in an idle state.

Business recorder said Chinese and French governments have imposed ban on Research in Motion (RIM). There are also reports that Saudi Arabia and United Arab Emirates (UAE) have undertaken initiatives to place restraints on BlackBerry services.

The US and European countries have vital interests and troops in Afghanistan. Therefore, it can be safely assumed that there can be attempts to monitor communication traffic originating from Afghanistan and surrounding countries.

The possibility of some foreign states supporting their security partners to facilitate access to the communications traffic originating on BlackBerry network in the region cannot be ruled out.
Cabinet Division has recommended that any communication which has control outside Pakistan should not be used in view of high risk of cyber espionage.

Since BlackBerry is a brand of a foreign company whose services are controlled from outside Pakistan its use by government functionaries at all levels for official business poses a credible threat to national security and needs to be banned immediately, sources quoted the Cabinet Division as recommending to Prime Minister Yousuf Raza Gilani, noted the paper

PTCL President CEO PTCL will Compete for 3G License: Walid IrshaidPTCL will bid for 3G license, revealed today Mr. Walid Irshaid, CEO and President of Pakistan Telecommunication Company Limited (PTCL) during his keynote address today at UAE Trade and Investment Conference 2011 held in Karachi.
This statement from PTCL came at a time when government of Pakistan is convincing Etisalat, PTCL's parent company, to extinguish an agreement according to which GoP can't issue any telecom license till March 2013 as part of sale purchase agreement for PTCL's 26 percent shares.
"We are going for 3G and we will be the first to compete for a 3G license, we have no option but to succeed", said Mr. Irshaid, showing that company is keenly looking for 3G auction expected in next few months.
Mr. Irshaid said that today PTCL is not just a telephone company, but it is the integrated telecommunications company of Pakistan. He said that PTCL was the last company to enter Pakistan’s broadband market, and yet today it is the largest broadband provider in the country.
"This has been our transformation over the last 5 years," said CEO & President PTCL. "We don’t just have a business plan; rather we have a mandate to bring broadband to five million people of Pakistan – a mandate given to us by our shareholders, our Board of Governors and our valued customers."
Industry analysts responding to Mr. Irshaid's statement said that PTCL's decision to participate in 3G bidding wasn't unforeseen. They said that PTCL is best placed to offer wireless broadband through 3G to multiply it's broadband customers' count.
However, they weren't sure about the manner in which PTCL would buy 3G license. In fact Analysts are somewhat divided over possibility of PTCL going for 3G license separately and independently, while others opine that company might partner with any other cellular company to bid for 3G.

Import of apparatus, equipment and accessories for telecom and broadband sector witnessed an increasing trend thanks to increased development and advancement of infrastructure and network as shown by the import expenses that surged by 44 percent in July-October 2011 period.
The Federal Board of Statistics (FBS) data said that the imports of infrastructure items grew to Rs 15.9 billion in the first four months of the current financial year 2011-12 showing 44 percent growth over corresponding duration last year.
Analysts said that imports of apparatus and equipment in broadband sector lately contributed major volume of companies' expenditures as they look to expand in highly untapped market.
ISPs invest heavily due to increasing numbers of broadband customers, for which they keep scaling up their capacity to support demand. WiMAX sector, in particular, remains in demand for thousands of CPE (Customer Premises Equipment), Dongle or USB devices every month.
Besides, there are different categories of machines imported for the network system of broadband operators in their areas of coverage.
Analysts said the amount of imported equipment and accessories gets costlier with time as the rupees depreciated against dollar by 3 percent since the start of current fiscal year.
Imports of apparatus in telecom sector is being carried out at slow pace as infrastructure of majority of the telecom operators has been set up completely in all coverage areas. As a result of progressive network rollout by the operators, the cellular telephony facilities are now available to over 95 % population of the country, as claimed by PTA.
However, telecom operators keep importing equipment for advancement and repair of their infrastructure.

Tajik Bankers Visit Pakistan to Study Mobile Financial Services

Pakistan's mobile banking has gained immense prominence in the world as it is considered as a model to follow for different developing countries seeking to establish advanced financial system.
For instance, a delegation of National Bank of Tajikistan is on its week-long official visit at State Bank of Pakistan to understand regulatory framework for branchless and microfinance banking sector.
The purpose of the visit is to understand regulatory framework for microfinance sector and mobile financial services, which include different issues such as supervision of agents; technological requirements; legislative provisions for payment system and oversight of electronic banking; experience of pilot financial institutions and development of a road map for introducing mobile financial services in Tajikistan.
Tajik's delegation comprising 6 members mostly heads/directors of supervisory, payment system and microfinance departments held discussions with senior officials from different departments of the State Bank of Pakistan, Tameer Microfinance Bank, United Bank Limited, and MCB Commercial Bank.
It held meetings with technology experts and observed demonstration of different technological instruments for routing transactions. The delegation also visited different agent locations to see how agents are providing different financial services to unbanked clients.
The study visit was facilitated by Development Finance Group of the State Bank of Pakistan and sponsored by M/s Deutsche Gesellschaft fürInternationale Zusammenarbeit (GIZ) – German International Cooperation under its "Regional Program in Support of Microfinance in Central Asia" to draw up a road map for starting mobile financial services in Tajikistan.
Pakistan has been declared as laboratory of innovation for branchless banking with a variety of business models are emerging that involves a wide range of players, including mobile network operators (MNOs), technology companies, and even a courier business.
The World Economic Forum' global report on Mobile Financial Services gave extensive coverage on Pakistan, praising the country for its fast developing branchless banking.
The CGAP report said that Pakistan has been showed as one of the fastest developing market for branchless banking in the world.
Presently, the two major branchless banking models have emerged in Pakistan "Easypaisa" by Tameer Microfinance Bank and "Omni' by United Bank Limited and marked a success story with a span of just two years, the combined daily transaction volume of the two services already averages over 175 thousand, with an average size of Rs 3,700.
In addition to them, there are different banks and mobile operators have introduced their branchless banking services such as First Microfinance Banks collaboration with Pakistan Post, and Dubai Islamic Bank pilot project. MCB Bank and Askari Bank are both expected to roll out their pilot tests shortly.

Pakistan Ranked 2nd in Arabia Fast Growth 500






Pakistan unleashed its potential once again at the global platform as it has been ranked no 2 on Arabia Fast Growth platform, terming it an emerging hub of talented entrepreneurs.
Pakistan's 70 fast growing companies qualified for the Arabia500, putting the country in second position after Turkey with 117 winners.
AllWorld Network announced the Pakistan winners of the Arabia500+Turkey, a ranking of the fastest growing young companies in the Middle East and North Africa, Turkey and Pakistan.
Each Pakistan entrepreneur on the ranking has grown an average of 40 percent annually between 2008 and 2010, created an average of 200 jobs per company, and is succeeding in industries ranging from web technology to transportation, food to textiles, and construction to consulting. An average of only 42 years old, nearly all of them plan to establish another entrepreneurial venture in the next two years.
The fastest growing company from Pakistan, E2E Supply Chain Management, grew at 1,918 percent between 2008 and 2010, with revenues above $50 million and 297 employees. Of the Arabia500 winners from 15 countries, E2E was the third fastest growing company.
Taking the second spot for Pakistan was Exceed Private Limited with a annual growth rate of 1,320 percent and 90 employees, and became sixth in overall Arabia500 positioning. Pakistan also had the most number of women entrepreneurs on the Arabia500 list, and Luscious Cosmetics of Pakistan topped the list of the fastest growing Arabia500 women entrepreneur with growth of 392 percent and 82 employees.
In January 2012, AllWorld will announce the winners of the Pakistan 100, with 70 having already qualified.
"Pakistan is open for business. Pakistani entrepreneurs are defying widespread misperception about our country and building world-class enterprises that are globally competitive", official statement quoted Pakistan 100 Founding Director Malik Ahmad Jalal.

Newspaper further says that Facebook, a social networking website, may face a crackdown by  European Commission that is planning to stop the way the website “eavesdrops” on its users to gather information about their political opinions, sexuality, religious beliefs – and even their whereabouts.
Report says that move by European Commission comes after paper's investigation that highlights the extent to which Facebook can help companies to focus adverts according to the profiles of users.
Report claims that Facebook uses a sophisticated software to gather information about its users private information in addition to their activities on the website, to make it available to advertisers.
Everything people share with their friends on Facebook is being tracked by the firm, retained, and can be used for commercial purposes.
It can even harvest information by performing keyword searches on behalf of advertisers. In this way, it can find out, for instance, details about people’s political beliefs or their sexual preferences.
Facebook stores messages and “chats” sent via the site and keeps them on its database even after they are deleted by those involved in the private online conversations.
Following consistent reports and major privacy concerns, EU can issue a directive for Facebook in January which will ban such advertising practices unless users specifically allow it, the newspaper said.
Facebook has denied the allegations.

Despite all the hype that Android or iOS has created over last couple of years, low-end feature phones, with basic telephony and data services, still dominate the global handset market.
A recent study, carried out by VisionMobile, reveals that with all the growth in smartphones shipments, the global share of smartphone penetration stands at 27 percent, that too thanks to high numbers in Europe and North America.
Report suggests that smartphones adaption is understandably high in regions with 3G network coverage and where subscription plans are postpaid. While remainder of markets with 2(.5)G networks and prepaid subscription is dominated by feature phones, mainly by Nokia.
Report says that smartphone penetration is measured at 65% in the USA and over 50% in Europe to 19% in Asia-Pacific, 17% in Latin America and 18% in Africa/Middle East.

As clearly shown above, Nokia dominates in the feature phone market while Apple leads in Smartphone race. Though both the winners are facing tough competition in their respective markets.
Nokia, as per report, was sluggish to react over Apple's move earlier on, and then it decided to go with Windows platform instead of Android, which made room for other vendors to play aggressively in smartphone market.
Apple's iPhone, on its respective front, is exposed to severe competition from Android that has support from multiple vendors including Samsung, HTC, Huawei, ZTE etc., while Nokia's low end dominance is being caught up by low-end android devices that can cost just US 100 dollars.
Report claims that Apple is potentially challenged in penetrating low-end developing markets as its profit margins doesn't make it viable for the company to sell smartphones at lower price, unlike Android. Though Apple has recently started offering considerable discount on old iPhones but those offers came with yearly contracts for postpaid subscribers, something Apple can't practice in prepaid markets.

314726 117964221639928 117963724973311 74516 1961943153 n thumb RoboSprint 2012: a Robotics Competition for AllRobotics is a field which is fast picking up steam in Pakistan. Many universities organize their own competitions and there are national robotics competitions like NERC as well.
This year however, there is another competition which threatens to steal the show as the biggest robotics event of 2012. The event named, RoboSprint 2012, has been established by ICT R&D Fund in collaboration with Center for Advanced Studies in Engineering (CASE) who are also 3 time winners of National Engineering Robotics Competition (NERC) which is organized by EME, NUST.
The theme for the competition is being claimed as the most challenging ever to be presented at the national level. The competition itself is divided into two categories. The general category is the more complex one and allows all registered universities and their students to participate.
The Special category is a simpler version of the general category and is further subdivided into Special category Junior and Special Category Senior. Special Category Junior is open to all students in 12th grade or lower while Special category Senior is open to all registered students at any university in Pakistan.

What makes this competition special isn't the prize money or the uniqueness of its theme, but its how the contest is aiming to be an educational campaign rather than just a competition. CASE is organizing Robotics seminars as well as assigning supervisors who will aid all aspiring competitors.
For the mentoring, CASE has initiated a National Student Co-ordination Program (NSCP) in which each registered  team will  be  assigned  a  Team  Guide  from  CASE  Robotics  Group  (CRG).  The team guide will facilitate the processes of design, fabrication and control by guiding the participating team. 
All team guides will have experience in robotics competitions and maybe a faculty member, graduate student or a final year student.  The guidance will include perfecting designs to helping with accommodation during the competition. So if you're looking to participate in RoboSprint 2012 get yourself a team guide as soon as possible.
I should also mention that CRG (CASE Robotics Group) is currently doing a nationwide tour in order to promote RoboSprint 2012.

Pakistan Telecommunication Authority (PTA) has decided to chalk out strategies for merging Local Loop (LL) and Long Distance International License (LDI) to form a consolidated license, aiming to adopt advanced technological trends for delivery of multiple services to millions of customers at unified platform.
PTA has taken initiatives on licensing reforms for development of a regime, Class Value Added Services Licensing (CVAS) regime, which is more conducive for investment environment.
The main objectives of such reforms are to support the delivery of multiple services, promoting the innovation, the reduction of consumer prices and creating a more conducive regime for investment, PTA study stated.
The consolidation of licenses in Pakistan will lead to emergence of big players in market. These big players are expected to be better placed to compete with existing Significant Market Players (SMPs), which will bode positive impact on the competition in Pakistan.
The expected benefits include reduction in consumer tariffs, particularly the line rents etc., which are still being charged by some of the operators in Pakistan. The integrated licensee would be able to offer more services in addition to basic voice service and it will promote the trend of bundle packages in Pakistan.
At present PTCL being an integrated licensee is providing multiple services such as voice, internet, and IPTV and therefore is able to introduce various bundled packages.
The consolidation or merger of licenses will improve the revenues of operators that will gain potential to introduces various services at one platform such as Premium Rate Services, Payphone Services, Trunk Radio Services, Public Internet Service, Data Service, Tracking System for public application, Voice Mail, SMS Aggregator, Closed user group Video Conferencing, Content Service Provider Networking, Interactive Voice Response (IVR).
This leads to a number of benefits for operators as well as the customers, including but not limited to, greater ARPU through value added services and bundle packages for consumers.
The voice and data networks are getting integrated as fixed and mobile networks are changing to all IP Next Generation Networks (NGNs). The voice is shifting from PSTN networks to mobile networks whereas there is emergence of VoIP and growing trend of voice moving from PSTN to IP.
More importantly, NGN consume less energy so deployment of such networks has the potential to reduce the carbon footprint by 15 percent, PTA study stated.
The major telecom operators have almost completed their core networks' migration towards to Next Generation Network (NGN) as part of their infrastructure up gradation plan.
NGN platform is a well known reality for advanced level programming, the latest circuit designing techniques, the delivery of multiple services.
This has opened a new business avenue for service providers; besides raising many challenges for regulators in terms of establishing new licensing/regulatory regime.
Resultantly, the geographical licensing is changing into unified licensing.
Pakistan telecom market is divided into 14 telecom regions as per telecom deregulation policy and there is a restriction of local switching for LL operators, are required to switch the call within the telecom region.
NGNs use the distributed call server model which is independent of geographical restrictions.
Despite the fact that existing licensing regime is technology neutral, the restriction of switching within licensing area is a hindrance in the way of end to end NGN proliferation.
Due to the same hindrance; the operators cannot offer the services which are independent of geographical boundaries. e.g utilization of the same number through soft phone anywhere within Pakistan.
Therefore it can be stated that the present restriction on putting switching equipment’s within licensing area requires reconsideration due to the technical and economical reasons. The existing interconnect regime for LL operators to handover the call to LDIs is another restriction.
PTA has conducted a study for local market and it has sought inputs of local stakeholder on technical, legislative and commercial issues.
